Ugandan President Yoweri Museveni claimed on Tuesday that those officials who corrupted the iron sheets meant for the people in Karamoja will be handled appropriately. He said that converting these iron sheets for personal needs could be considered theft and will be punished accordingly.
According to Museveni, those who took the iron sheets not for personal use need to pay back their money or should return the sheets to Karachuna.
Museveni claimed that the whistleblowers and the State House Anti-Corruption Unit were responsible for the iron sheets story and that he is considering creating another anti-corruption unit in the State House to only deal with village issues, as the current unit has become actively involved in more significant issues.
The president responded to what he called unfavorable thoughts expressed by some people in his Easter message for this year in a series of tweets on his Twitter page on Tuesday.
Museveni remarks that it is not a failed system; rather, it is one that could be advanced more quickly if it weren’t for some corrupt officials and other members of the political elite who still have a colonial mentality.
In other words, after the nation overcomes the challenges, the advancement will be considerably quicker than it was. The UPDF is one of three participants in charge of the expansion, along with wealth-generators (farmers, manufacturers, and service providers) and infrastructure builders.
Quite apart from the interference by certain corrupt politicians and lawmakers, the NRA/UPDF has managed to keep calm while the economy has been able to expand.
Some argued to Museveni that he is the president of the nation and should be responsible for the corruption and have stopped it as he could. But, he has to follow the law and constitution even if he is the president.
They entail the police conducting an investigation, government attorneys bringing a case, and courts finding a defendant guilty and imposing punishment or finding a defendant not guilty.
In reality, by choosing ministers, RDCs, and other political appointees, he has some control over political appointments.
However, he must have clear evidence to void not naming or licensing him. Otherwise, this will lead to issues with a lack of unity, complaints of injustice, etc.
The public, including citizens, farmers, manufacturers, craftsmen, and service providers), who are frequently the victims of these corrupt authorities and politicians, must be involved. Thus the entire issue would have come back to the issue of evidence.
Article 99(1) of the 1995 Constitution grants the President, who serves as the head of the Executive, total executive authority. However, he or she must use that authority in accordance with Ugandan law and Constitution.
The president of the Republic of Uganda is neither a major nor even a minor crime official. Three persons are given this responsibility and authority: the DPP for prosecution, the director of CID for criminal activity, and the director-general of ISO for political activity.
The president is not the main financial controller of the state’s funds or assets, not even minor ones.
The CEO of a parastatal or agency, the town clerk of a city or municipality, the CAO of a district, the sub-county head of a sub-county, and the permanent secretary of a ministry are the five individuals in Uganda who are granted that responsibility, and power.

Yet, the corrupt elements attempt to compromise the staff at these agencies to infiltrate them and limit their operations.
The State House Anti-Corruption Unit and the whistleblowers were responsible for the iron sheets scandal. District councils, Parliament, resistance councils (LCs), and public barazas are only a few of the lakers that they purposefully built because of the official betrayal of the public that has been occurring ever since colloquial times.
These developments came a few days after Karamoja Affairs Minister Hon. Goretti was detained and sent to Luzzira prison for stealing and mismanaging iron sheets intended for a development program in Karamoja.
In the appearance last week before the Anti-Corruption court in Kampala, Kitutu refuted the allegations of misappropriation of public property and fraud conspiracy.
Together with her brother Nimhel Naboya Kitutu and Joshua Abaho, Senior Assistant Secretary of the Ministry of Karamoja Affairs of the Prime Minister, Kitutu was accused of the crime.
Abaho will respond to two different corruption accusations, and Naboya will answer to a third charge of receiving stolen goods.
According to authorities, several people will face persecution for diverting the iron sheets. Recently, Lugoloobi acknowledged receiving the iron sheets and utilizing them over his animal shed in the Kayunga District. Charges against Lugoloobi include conspiracy to commit fraud, theft, and loss of public property, among others.
Museveni has been pushed by Ugandans on social media to do more to combat corruption in the nation.
