The citizens of America are waiting to receive one of four relief payments before the advent of spring. The four relief payments are the Middle-Class Tax Refund (MCTR), the Coachella IFRP (Coachella Immigrant Families Recovery Program), the Evanston, Illinois UBI Program, and the Alexandria Recurring Income for Success and Equity (ARISE) Program.
- MIDDLE – CLASS TAX REFUND (MCTR)
The Middle-Class Tax Refund (MCTR) is a single-time payment program to provide relief for the residents of California.
If any of the residents come under the eligibility criteria of the program they would automatically receive a relief payment.
The eligible Californians have been receiving rebates since the October of 2022. The payments were announced to be issued between October 2022 and January 2023. The concerns of the recipients who have not yet received their payments would be met within the end of this month.
The amount received through MCTR can range between 200 US Dollars and 1,050 US Dollars based on the AGI (adjusted gross income). The payments are supposed to be distributed in different phases and to aid around 23 million residents of the state. The recipients can receive the relief either by a debit card or as a direct deposit.
As of the current data available on the official website of the Franchise Tax Board of the State of California, it is estimated that 7,192,946 direct deposits have been issued, 9,408,036 debit cards have been issued, and a total amount of 9,408,036 US Dollars have been issued. The MCTR has benefited 31,650,087 California taxpayers and their dependents.
Who Is Eligible For Middle-Class Tax Refund (MCTR)?
Californians can assess whether they are eligible for the MCTR relief program or not on the basis of the following:
A Californian taxpayer is considered eligible if:
- The taxpayer has filed their 2020 tax return by October 15, 2021.
- If the taxpayer has applied for an ITIN (Individual Taxpayer Identification Number) and has not received it by October 15, 2021, and has applied for the complete 2020 tax return on or before February 15, 2022
- The taxpayer has met the requirements of adjusted gross income (AGI) limits.
- The taxpayer who was not eligible to be claimed as a dependant in the 2020 tax year.
- A dependant can be:
- Birth child
- Stepchild
- Adopted Child
- Eligible foster child
- A foster child could only be considered eligible if the child was placed under the care by
- an authorized placement agency or
- a judgment, decree, or
- other order of a court of competent jurisdiction.

- Niece
- A dependant can be:
- The taxpayer was a resident of California for six or more months in the 2020 tax year.
- Present in California
- Not for a temporary purpose

- Domicile of California yet outside California
- For a temporary purpose
- For a transitory purpose

- The taxpayer should be a resident of California on the date of the issue of the payment.
How Will The Middle-Class Tax Refund (MCTR) Be Received?
The eligible Californians would receive the payment either via debit card or by direct deposit.
The payments would be received via the density card in cases of:
- The taxpayer has filed for a paper return.
- The taxpayer had a balance due.
- The taxpayer has received their Golden State Stimulus (GSS) payment by check.
- The taxpayer has received their tax refund by check regardless of filing method.
- The taxpayer has received their 2020 tax refund by direct deposit but has changed their banking institution or bank account number after that.
- The taxpayer has received an advance payment from their tax service provider.
- The taxpayer has paid their tax preparer fees using their tax refund.

A major portion of the MCTR relief payments has been issued by the authorities and received by the eligible recipients as of now.

- COACHELLA IMMIGRANT FAMILIES RECOVERY PROGRAM (IFRP)
The residents of California who are not eligible for the MCTR can review their eligibility in the Coachella Immigrant Families Recovery Program. It is supposed to provide relief to 140 families with a monthly payment of 400 US Dollars. The program was launched by the City of Coachella with Missions Asset Fund, as the partner.
The amount would be issued by the city of Coachella and the non-profit Mission Asset Fund for 24 months. The relief program is estimated to support families coming under the category of the low-income migrant group with young children who do not receive any federal assistance.
The application to be considered eligible for the program that has ended in November 2022, although the recipients notifications of approval were released on December 27, 2022.
The Californians whose application has been approved can look forwards to starting receiving the relief funds from January, this month onwards. The applicant can know about the status of the application, whether it has been approved or rejected would be, through an email notification.
Who Is Eligible For The Coachella Immigrant Families Recovery Program (IFRP)?
In order to be deemed as eligible to receive the Coachella IFRP the applicant should come to meet certain criteria.

- State ID
- Driver’s license
- Foreign Passport
- Consular ID
- Other government-issued photo ID
- The Child requirements for the applicant:
Should have at least one child aged 17 or below than that who lives in the household of the applicant in the year 2021
- Birth certificates
- Tax returns
- School IDs
- Another official record (s) of the child/children
- The Income requirements for the applicant:
Should have an income of 75,000 US Dollars or less than that in 2021 or should have a total household income of 150,000 US dollars or below than that in 2021.

- Bank statements
- Pay stubs
- Asset report provided through online banking credentials
- The applicant should not be the recipient of any benefit from the federal COVID-19 relief in 2020 or 2021 inclusive of the expanded Child Tax Credit

The residents who have their applications approved would get the relief payments either via a prepaid debit card or by a direct deposit in the bank.

3. EVANSTON, ILLINOIS UBI PROGRAM
Evanston, Illinois UBI Program is another relief program by the government.
For the residents of Ilinois:
The relief payments would be issued through a debit card.
The recipients could spend the financial aid for whatever they want or however they want there are no restrictions imposed on the spending criteria.
Who Is Eligible For The Evanston, Illinois UBI Program?
The mandatory requirements that need to be met are:
- The Residency requirements for the applicant:
The participant must live in Evanston
- it should be in a household.
- The Age requirements for the applicant:
The participant must come under any of the below categories:
- Adults in the age group of 18 – 24 years
- A senior citizens who are:
- of 62 years old or
- older than 62 years
- Members of the undocumented community

The participant should have an income of or below of 250 percent of the federal poverty line.

The relief payments of the program are estimated to be received through either a direct cash payment or a prepaid debit card which would be debited with 500 US Dollars.

For the second round of payments of this program, 150 recipients have already been chosen. The chosen recipients would be receiving payments of 500 US Dollars per month.

- ARISE (Alexandria Recurring Income for Success and Equity) PROGRAM
ARISE (Alexandria Recurring Income for Success and Equity) PROGRAM is a guaranteed income scheme program with an aim to provide monthly payments to the eligible taxpayer residents of Alexandria, Virginia.
A total number of 170 applicants would be covered on the program. A monthly payment of 500 US Dollars would be provided. The benefits are supposed to be given out for a period of 24 months.
The program has received 4,159 applications of which 170 were shortlisted with the eligibility criteria.
Who Is Eligible For The ARISE (Alexandria Recurring Income for Success and Equity) Program?

Should be a resident of the city of Alexandria
- The Age requirements for the applicant:
Should be of age 18 years or older than that
- The Income requirements for the applicant:
Should have an income of or below 50 percent of the Area Median Income.
As of December 13, 2022, the authorities have begun to contact the taxpayers who have an approved status in their application.

How Will The ARISE (Alexandria Recurring Income for Success and Equity) Program Be Received?
The amount can be received by eligible taxpayers with the assistance of MoCaFi. The amount would be dispersed via electronic cards similar to debit cards. This amount would not be claimed on the tax return rather it would be considered as a gift on the income tax returns.

The date to submit the application was set on November 9, 2022. Earlier this was set on October 31, 2022.
The relief payments are supposed to be received by the applicants by the end of January, in the last of the month.
