I would like to take this opportunity to wish you all a nice Christmas and a happy new year in 2020 on my personal behalf as well as on behalf of the entire Police fraternity. I hope you all have a wonderful holiday season. The holiday season is a time for giving gratitude and celebrating with loved ones, and it is a time when many towns and families get together to do so.
Therefore, as we get ourselves ready to celebrate Christmas and ring in the new year, let us be mindful of the fact that there are opportunistic criminals out there who would like to take advantage of even the slightest opportunity to rob or steal what you have worked for throughout the year, as well as commit any other type of crime.
On our end, the past year has been fraught with difficulties and computing demands relating to criminal activity and safety. We recorded a few instances of violent crime, which instilled fear in the general public; however, we worked tirelessly throughout the year, after implementing a number of strategies and initiatives that assisted in reducing the number of violent crimes such as murder by shooting, aggravated robberies, and kidnappings, to name a few. This allowed us to crack down on violent crimes.
Some of these strategies included an expansive crime prevention initiative, the effective response through community outreach, crime mapping and data collection, efficient resource allocation, hotspot policing in areas where violent crime is concentrated, problem-oriented policing use of new technologies such as CCTV surveillance, DNA fingerprinting of guns, and automated fingerprint analysis, and use of new technologies such as DNA fingerprinting of guns and automated fingerprint analysis.
We also made enhancements to the ways in which we gathered intelligence and conducted investigations increased the number of police officers we had in order to strengthen practices that required a lot of manpower, such as patrols and visibility, and began profiling and chasing known serial offenders.
In the coming year, we intend to carry on with our operational actions, concentrating our efforts on the most serious and dangerous offenders who pose a threat to the safety of Ugandans as well as tourists visiting our country.
During the third quarter of this year, we increased the intensity of our operations, which resulted in the arrest and subsequent prosecution of extremely dangerous criminals who were responsible for the brutal deaths of boda-boda riders, mobile money sellers, and innocent bystanders.
We also carried out undercover operations to combat the growing problem of dealers in suspected stolen property, mainly mobile phones, other electronic gadgets, motorcycles, and thefts of utilities such as pylons, cables, and pipelines. These sellers are a major contributor to the problem.
This work is going to have our backing, and we are going to devote additional resources to the fight against crooks like these.
We were able to foil and thwart the criminals’ early preparations for the holiday season in December 2019, and so far the month has been rather quiet. This is due to the fact that we began our efforts in a timely manner.
These and many more favorable outcomes were directly attributable to the collaborative and strategic relationships we forged with our sister security agencies, such as the UPDF, CMI, ISO, and ESO, as well as other partners working within the framework of the criminal justice system. We are grateful to each and every one of them, and we promise to carry on the productive collaboration that has led to this point, which signals to a brighter future for our police.
We would like to extend our gratitude to the general public for the enhanced degree of cooperation they have shown, and in particular to the local councils and volunteers who have assisted us by reporting anyone who is suspected of or engaging in criminal activity. In addition, we are requesting that members of the public do what they can to ensure their own safety as well as the protection of others by adhering to the recommendations for crime prevention and safety that we have provided.
As 2019 draws to a close, we would like to take this opportunity to wish each and every one of you a very Merry Christmas and a prosperous New Year in 2020, full of hopes, dreams, and promises to better ourselves. We are looking forward to continuing our strong collaboration with all of you in the year 2020.
