Tax Credits 2023: 45 States Sending Up To $7,500 One-Off Rebates

More electric vehicles (EVs) are now on the qualified list of the New Electric Vehicle Tax Credit by the government of the United States. 

◾ Wyoming

The program in the state of Wyoming is offered by Black Hills Energy. The program has an offer of a rebate amount 500 US Dollars – for Weston County customers – for the purchase and installation of a Level 2 charging station.

◾ Wisconsin

There are five programs offered in the state of Wisconsin.

1. Chippewa Valley Electric

Offers a rebate amount of 400 US Dollars for residential customers on the installation of Level 2 EV charging station.

Offers 600 US Dollars on the installation of smart EV charging stations with integrated metering.

2. Clark Electic

Offers a rebate amount of 800 US Dollars for customers on the installation of a Level 2 EV charging station or a smart EV charging station with a meter. 

3. East Central Energy

Offers a rebate amount of 750 US Dollars on the installation of a Level 2 charger.

4. Pierce Pepin Cooperative

Offers a rebate amount of 800 US Dollars on the installation of a Level 2 charger.

5. Riverland Energy

Offers a rebate amount of 800 US Dollars on the installation of a Level 2 charger.

◾ West Virginia

The state has the Charge Forward Program. The program offers a rebate amount of 500 US Dollars for residential customers for the purchase and installation of an ENERGY STAR-certified Level 2 charging station.

◾ Washington

The state of Washington offers four programs in total.

The state offers people to not pay sales tax on the purchase and lease of EV.

The conditions are:

An offer of no sales tax – Through July 31, 2023 – on the first $20,000 of a qualified new EV purchase.

An offer of no sales tax – From August 1, 2023, to July 31, 2025 – on the first $15,000 of qualified new EV purchases.

Offer of no tax for used vehicle purchase – Through July 31, 2025 – on cars priced upto 16,000 US Dollars

The other programs of the state are offered by the 

1. The Tacoma Public Utility

Offers amounts upto 600 US Dollars

For the installation of the Level 2 EV charging station – Bill credit rebate of 400 US Dollars

For the installation of the smart splitter – 400 US Dollars

For the installation of a 240-volt outlet – bill credit of 400 US Dollars

2. The Clark Public Utilities

For the purchase and installation of a  Level 2 EV charging station – 500 US Dollars

Discount for other chargers or related equipment – 100 US Dollars

For the purchase of a used EV by low-income group residents – 2,000 US Dollars additional rebate. 

3. The  Snohomish Public Utility District

For the purchase and installation of a qualified Level 2 EV charging station – 500 US Dollars

For the purchase or lease of new or used EV by residential customers – A bill credit rebate of 400 US Dollars

◾ Virginia

The state has four programs.

1. The Dominion Energy Program

Offers rebate amounts for residential customers

For the purchase of a new Level 2 EV charging station – 125 US Dollars

For enrolling in the Demand Response program – an annual payment of 40 US Dollars 

2. The Appalachian Power Company Program

A time-of-use rate of the offer for residential customers who own an EV.

Qualifying condition – the EV usage should be separately captured by the meter. 

3. The Rappahannock Electric Cooperative Program

Offers a monthly bill credit

For enrolling in the time-of-use charging pilot program – 7 US Dollars 

4. The Danville Utilities Program

Offers rebate amounts for residential customers

For the purchase and installation of a Level 2 EV charging station – 200 US Dollars 

Qualifying condition

Should be enrolled in the time-of-use rate.

◾ Vermont

The state of Vermont has six programs. 

1. The Vermont Drive Electric program

Offers rebate amounts for qualifying residents in the low-income and moderate-income groups. The amount can vary on the basis of the cost of the vehicle and the tax filing status.

Upto 5,000 US Dollars – for eligible drivers off the upfront cost of a used high-efficiency vehicle.

Upto 4,000 US Dollars – for the purchase or lease of a new EV

2. The Program by Burlington Electric Department

Offers rebate amounts

For the purchase or lease of a new EV – 2,300 US Dollars

For the plug-in hybrid vehicle – 2,000 US Dollars

For the purchase of an EV by customers in the moderate-income group – an additional 600 US Dollars 

For the purchase of a PHEV by customers in the moderate-income group – an additional 300 US Dollars

For the purchase of used vehicles by drivers – a payback between 1,300 US Dollars and 1,500 US Dollars (based on the income group the driver belongs in)

For the purchase of an electric motorcycle – a rebate amount of 500 US Dollars

3. The Green Mountain Power Program

Offers rebate amounts for residential customers

For the purchase of a new EV – 1,500 US Dollars

For the purchase of a new PHEV – 1,000 US Dollars

For the purchase of a used EV – 750 US Dollars

For the purchase of a used PHEV – 500 US Dollars

4. The Stowe Electric Program

For the purchase of a new EV – 1,000 US Dollars

For the purchase of a new PHEV – 750 US Dollars

For the purchase of a used EV – between 300 US Dollars to 550 US Dollars 

For the purchase of a used PHEV – between 300 US Dollars to 550 US Dollars 

5. The Program by Vermont Electric Co-op 

Offers bill credit amount for members

For the purchase of a new EV – 500 US Dollars

For the purchase of a new PHEV – 250 US Dollars

For the lease of a new EV – annual bill credit between 100 US Dollars and 500 US Dollars 

For the lease of a new PHEV – annual bill credit between 100 US Dollars and 500 US Dollars 

6. Vermont Public Power Supply Authority’s Program

Offers incentive amounts for the members of the program

For the purchase of a new EV – upto 1,400 US Dollars

For the purchase of a new PHEV – 500 US Dollars

For the purchase of a used EV 500 US Dollars

For the purchase of a used PHEV – 250 US Dollars

For the purchase made by low-income group residents – an additional incentive of 400 US Dollars

◾ Utah

The program in the state is offered by through Rocky Mountain Power to the residential customers

For the purchase of a Level 2 EV charger – payback of a maximum of 75 percent of the purchase cost. 

◾ Texas

The state has six programs. The programs are proffered by the 

1. The CPS Energy

Offers bill credit amounts for residential customers

For the installation of the charging station – 250 US Dollars

Qualifying condition – agreeance with the company policy to make minor changes in the power supply during peak hours. Or, 

For the installation of the charging station – 125 US Dollars  

Qualifying condition – agreeance with the company policy to charge the car only in off-peak hours.

Additional monthly bill credits:

For limiting charging during peak hours to only twice per month – 10 US Dollars

An offer for a flat electric rate per year – 96 US Dollars per EV

2. The Denton Municipal Electric

Offers rebate amounts 

For the purchase of an EV and charging only in off-peak hours – 300 US Dollars

3. The  Southwestern Electric Power Company

Offers rebate amounts

For the installation of ENERGY STAR-certified Level 2 charging station – 250 US Dollars

4. The Entergy

For the purchase of an EV and a Level 2 charging station – 250 US Dollars

5. The Austin Energy and United Cooperative Services

Offers rebate amounts to residential customers 

For the purchase and installation of Level 2 EV charging station – 50 percent of the cost and 500 US Dollars cap

6. The United Cooperative Services

Offers rebate amounts to residential customers

For the installation of a new Level 2 EV charging station – rebate of 50 percent of the cost and a 500 US Dollars cap

◾ Tennessee

The program in the state is offered by the  Knoxville Utility Board. 

Offers are for the residential customers

For the purchase and installation of a Level 2 EV charging station – 400 US Dollars

◾ South Dakota

The program in the state is offered by Black Hills Energy. 

For the installation of an EV charger from a list of approved vendors – 500 US Dollars

◾ South Carolina

There are two programs in the state. The programs are offered by the 

1. Duke Energy

Offers rebate amounts for residential customers.

For the installation of the charger and agreeing to only charge the EV during off-peak times – 500 US Dollars

2. Santee Cooper

Offers rebate amount for customers

For the purchase of a qualified EV charging station – upto 500 US Dollars

◾ Rhode Island

The program in the state is offered by the DRIVE EV. 

The program benefits residential customers.

For the purchase and lease of battery or fuel-cell EVs – upto 2,500 US Dollars

For the purchase of a new PHEV – an additional amount upto 1,500 US Dollars

For the purchase of sed EVs – an additional amount upto 1,500 US Dollars

◾ Pennsylvania

The program is offered by the Pennsylvania Department of Environmental Protection

◾ Louisiana

There are two programs in the state of Louisiana. The programs are offered by

1. The Entergy/eTech

Offers a rebate amount of 250 US Dollars for the installation of chargers at home. 

2. The SWEPCO (Southwestern Electric Power Company)

Offers the rebate amount of 250 US Dollars for residents on the installation of an  ENERGY STAR-certified EV charging station.

◾ Kansas

The state has two programs. The programs are offered by the

1. The Kansas Department of Revenue

Offers upto 2,400 US Dollars for each qualified vehicle. 

2. The Evergy

Offers 250 US Dollars for the purchase of an EV charger.

Offers an extra 250 US Dollars on the EV time of use rate sign-up.

◾ Iowa

The program in the state is offered by MidAmerican Energy. 

Offers a rebate amount of 500 US Dollars on the purchase or lease of a new EV

◾ Illinois

The program in the state is offered the Illinois Environmental Protection Agency. The program offers rebate amounts for the purchase or lease of an EV

2,000 US Dollars – for EV purchase between July 1, 2026, and June 30, 2027

1,000 US Dollars – for EV purchase on or after July 1, 2029

1,500 US Dollars – for residents on the purchase of new EV motorcycle

◾ Hawaii

The state of Hawaii has two programs. It is offered by

1. The Hawaii Electric Company

Offers a discounted rate for charging vehicles.

2. The Smart Charge Hawaii

Offers a discounted rate for chargers. 

◾ Georgia

The state of Georgia offers two programs. The programs are offered by the

1. The Cobb EMC

Offers 250 US Dollars for the installation of an ENERGY STAR-certified Level 2 EV charging station

2. The Georgia Power

Offers 250 US Dollars for the installation of EV charging station

◾ Florida

The state of Florida has four programs. The programs are offered by the

1. The Duke Energy

The program offers a monthly bill credit of 10 US Dollars to residential customers charging their cards during off-peak hours.

2. The Jacksonville Electric Authority

The program offers a bill credit amount of 7 US Dollars to residential customers charging their cards during off-peak hours.

3. The Kissimmee Utility Authority

The program offers a rebate amount of 100 US DOllars for residential customers on the installation of chargers at their homes. 

4. Orlando Utilities Commission

The program offers rebate amounts for customers

200 US Dollars – purchase or lease of a new EV

50 US Dollars – Test drive of an EV

◾ Delaware

The program in the state of Delaware is offered by the Delaware Clean Transportation Incentive Program. The program gives an amount of 2,500 US Dollars for the lease or on the purchase of a new EV, and an amount of 1,000 US Dollars for the lease or on the purchase of a PHEV. 

◾ Connecticut

The state of Connecticut offers the Connecticut Hydrogen and Electric Automation Purchase Rebate Program. Under the program, the rebates are classified into groups on the basis of type of the vehicle.

EVs 

Standard Rebate: 4,250 US Dollars

Rebate Plus:

For new vehicles: 2,000 US Dollars

For used vehicles: 3,000 US Dollars

PHEVs

Standard Rebate: 2,250 US Dollars

Rebate Plus:

For new vehicles: 1,500 US Dollars

For used vehicles: 1,125 US Dollars

FCEVs

Standard Rebate: 7,500 US Dollars

For new vehicles: 2,000 US Dollars

For used vehicles: 7,500 US Dollars

◾ Colorado

The state of Colorado has five programs. 

The program offered by the state government for the purchases of various EVs  is of amounts 

For EV purchases – 2,000 US Dollars

For electric truck purchases – 2,800 US Dollars

For heavy-duty truck purchases – 10,000 US Dollars

Other than this there are four programs in Colorado. The programs are offered by the

1. The Black Hills Energy

The Black Hills Energy program offers two different rebate programs. One is of 500 US Dollars and the other is of 1,300 US Dollars, both for low-income residents. 

2. The Gunnison County Electric Association

The program offered by the Gunnison County Electric Association provides 1,250 US Dollars for time-of-use rates. There is 1,000 US Dollars off for the purchase of a used EV and 500 US Dollars off for the purchase of qualified plug-in hybrids. 

3. The San Isabel Electric Association

The program offered by the San Isabel Electric Association provides a rebate amount of 500 US Dollars. 

4. The Xcel Energy

The Xcel Energy program offers an amount of 5,500 US Dollars for the purchase of a new EV and upto 1,300 US Dollars for the installation of a charger at the residence. 

◾ California

The state of California has applied a boost in the rebate programs to assist those in the low to moderate income criteria to make possible the purchase of an EV. 

The standard rebate amount would be

• 1,000 US Dollars for a plug-in hybrid
• 2,000 US Dollars for a battery-powered EV
• 4,500 US Dollars for a hydrogen fuel cell vehicle

Certain income limits have been put up for the CVRP (capacitated vehicle routing problem). They are 

For single tax filers – 135,000 US Dollars

For joint tax filers – 200,000 US Dollars

For the head of household – 175,000 US Dollars

Those who have an income not surpassing 400 percent of the federal poverty level will come tinder this group. 

The rebates that are issued for low to moderate-income residencies would be like

For a plug-in hybrid – 6,500 US Dollars

For a fuel-cell EV – 7,500 US Dollars

For a battery EV – 4,500 US Dollars

The rebates are set to be issued starting from Feb 28 onwards.

◾ Arkansas 

There are three programs offered in the state of Arkansas. The programs are offered by the 

1. The Entergy Electric eTech

The Entergy Electric eTech program provides 250 US Dollars to customers who have an installation of the Level 2 chargers in their residency. 

2. The Southwestern Electric Power Company

The Southwestern Electric Power Company provides an amount of 250 US Dollars to the residents upon the installation of a Level 2 EV charging station approved by ENERGY STAR.

3. The Carroll Electric Cooperative

The Carroll Electric Cooperative has made its customers eligible to make a claim of rebate amount of 250 US Dollars on the installation of either a Level 2 Charger or an  ENERGY STAR – certified Level 2 EV charging station.

There is an additional credit offer of a monthly 30 US Dollars to the power bill of the customers as an assistance to the cost of charging. 

◾ Arizona

There are four programs offered in the state of Arizona. The programs are offered by the 

1. The Arizona Public Service Company

The company provides a rebate of 250 US Dollars to customers who buy a Level 2 EV charging station. An annual bill credit of 85 US Dollars would be offered to the residents of the state who has enrolled in the Smart Charge program. 

2. The Salt River Project

The Salt River Project offers a program of an extension rebate. The extended rebate is of 250 US Dollars to the customers for the same purchase and an additional 50 US Dollars credit when a customer newly joins the EV community. 

3. The Tucson Electric Power

The Tucson Electric Power program offers multiple rebates to a maximum amount of 500 US Dollars for a Level 2 EV charging station.

4. The Mojave Electric Cooperative

The Mojave Electric Cooperative program offers a rebate of amount upto 1,000 US Dollars. 

◾ Alaska

The state of Alaska offers three programs. 

1. The Alaska Electric Light & Power

Alaska Electric Light and Power program offer discounted rates for clients who lease or own an electric vehicle of a minimum battery of 16kW.

2. The Chugach Electric Association

Chugach Electric Association program offers a 200 US Dollar bill credit to each residential charger. The maximum number of owned chargers should be two.

3. The Alaska Power And Telephone

Alaska Power and Telephone program offers a 1,000 US Dollars bonus for customers who make the purchase of an EV with at least a battery of 14kW. 

◾ Alabama

The state of Alabama has an offer of an optional rate rider for clients those who have plug-in electric vehicles. The special rate would only be applicable during off-peak hours.
