With the arrival of Andres Manuel Lopez Obrador (AMLO) to power, in December 2018, Security strategy changed. That’s what the current president had said since his presidential campaign the drug war it would end with his arrival at the National Palace and usher in a new phase of reconciliation and pacification of Mexico.

Almost four years have passed since the current head of the federal executive introduced the policy “Hugs, Not Bullets” and just over three since it was created national guard (G.N), the company that replaced the Federal Police (FAQ) after several allegations of corruption and collusion with organized crime.

In this context, the opposition has repeatedly leveled allegations against the government of the so-called Fourth Transformation (4T), since they assure that with the administration of AMLO and National Renewal Movement (brunette) Mexico is a more violent country and the government’s performance in protecting the lives of Mexicans has been questioned.

On the one hand, criticism from members of the PRI, PAN, PRD and MC have spilled in say that thanks to the policy of “Hugs, Not Bullets”have assumed the powers devoted to the maintenance of order passive attitude towards the main perpetrators of violence in Mexico; At the same time, and although it seems contradictory, they condemn the alleged militarization that has existed in the republic since it came into being the armed forces in the streets are a sign that there is no peace on the national territory.

However, given the precise definitions of the statements made by the opposition, as well as the results registered by the government and the decentralized autonomous bodies, this is evident there is no militarization or that the institutions remain passive towards the perpetrators of violencethen there was first a slowdown in premeditated homicides and later a downward trend.

First, The militarization of a country is the subjugation of the state (territory, population and government) before the armywhich in this case falls on the general Luis Cresencio Sandoval GonzalesHead of the Ministry of National Defense (sedena). In a second term, the National Institute of Statistics and Geography (inegi) reported a negative trend in the rate of premeditated homicides in the last year of the AMLO administration.

According to the federal government in the last year of the government of Enrique Pena Nieto (EPN), you have registered 36,000 685 homicides; When López Obrador’s first year ended, this indicator remained practically the sameso it stayed in 36 thousand 661; in 2020, this article increased to 36,773; and to 2021last year of approval, there was a notable reduction as it stayed in 35,000 625.

Faced with these numbers, the opposition usually makes comparisons the first three years of Peña Nieto’s government with the first three of AMLO; However, what they don’t mention is that in the last year of Felipe Calderonformer president immediately before the EPN, and in the first two of the PRI, there was a downward trend, but later rates of violence spiraled out of control, reaching the stated figure at the end of his six-year term.

This information is confirmed by the Inegiwhich maintains records of observation of this crime, from which it can be seen that the highest peaks have occurred in the last two six-year terms of the PAN and PRI, respectively, coinciding with the start of the so-called war on drug trafficking Felipe Calderon and its continuity with Peña grandson.

On the other hand, it can be observed that in the first two years of AMLO there was a tendency for the homicide rate to slow down and finally in the third year a reduction can be seen based on the previous year; However, this is far from the lowest time it has manifested itself 2007just as the time of the frontal assault against the drug cartels broke.

Who is the president who has done the greatest job of reducing premeditated homicides in Mexico is worth paying attention to It’s not AMLObecause although a downward trend was already emerging, this was in the period of Ernest Zedillo (1994-2000) when 31.2% could be reduced this illegal; On the other hand, it was during the administration of Felipe Calderon that premeditated homicides in the country increased diametrically as the growth was 192.8 percent.
